Інноваційні кластери як об'єкт державної структурної політики України

Abstract

У статті розглянуто основні наукові підходи до визначення сутності інноваційного кластера, з'ясовано основні сутнісні характеристики. Доведено, що інноваційні кластери мають внутрішні властивості, які зумовлюють синергетичний ефект інноваційності на мікро-, мезо- і макроекономічному рівнях. Обґрунтовано, що інноваційні кластери спроможні запустити інноваційний передавальний механізм трансляції змін у масштабні структурні зрушення у національній економіці. Проаналізовано та акцентовано увагу на низькій інноваційній активності промислових підприємств України, що не сприяє формуванню прогресивних тенденцій інноваційно-структурної модернізації економіки.

Innovation clusters solve the problem of structural modernization of the national economy on the basis of the development of high-tech industries V-VI technological systems. That is why they are the object of close attention in the development of state structural policy and regulation of national innovation programs. The proper positioning of Ukraine in the world is directly dependent on the ability of its economy to make an innovative and technological breakthrough. In solving this problem, the leading place belongs to innovation clusters, their organic incorporation into the system of structural renewal of Ukrainian economy. Defining and substantiating the importance of innovation clusters as a determining link in the mechanism of structural modernization of Ukraine's economy. The research describes methods of analysis and synthesis, historical and logical, grouping and classification, the method of scientific abstraction. The main scientific approaches to defining the essence of the innovation cluster and its main essential characteristics are considered. Innovation clusters have internal properties that determine the synergistic effect of innovation at the micro, meso and macroeconomic levels. It is substantiated that innovation clusters are able to launch an innovative transmission mechanism for translating changes in to large-scale structural changes in the national economy. The attention to the low innovative activity of industrial enterprises of Ukraine, which does not contribute to the formation of progressive trends of innovative and structural modernization of the economy, is analyzed and focused. Innovation clusters are an endogenous factor in the structural renewal of the economy, overcoming its technological backwardness. In Ukraine, there is no legislative or regulatory act where cluster development is subject to state regulation. The conceptual bases of improvement of the mechanism of structural modernization of economy on the basis of incorporation of innovation clusters in the state structural policy are defined.
